Is this used as a regular moisturiser or as a topical cream?
This can be used as a regular moisturiser to which it is applied to the entire face. However, you may also use it as a topical cream on troubled areas. Simply apply 2-3 layers on concerned areas and gentle pat for absorption.

Can this be applied anytime throughout the day when the skin is dry or irritated?
We recommend to apply it during your skincare routine and apply 2-3 layers on areas that are especially dry or irritated.
